<br />No. I~ Q.. <br /> <br />AGENDA REPORT TO CITY COUNCIL <br /> <br />MEETING DATE: April 5, 2007 <br /> <br />TO: The Mayor and City Council <br /> <br />SUBJECT: Study Session on Community Development <br />(Sean Quinn, 428-7456) <br /> <br />A) RECOMMENDED ACTION: Conduct a Study Session on the current and future <br />issues affecting the Community Development Department. <br /> <br />Purpose of he Study Session: The purpose of the Study Session is to provide an <br />overview of the Community Development Department including responsibilities, <br />staffing, major projects, and funding requirements. In addition, staff will seek policy <br />direction on key projects and funding requests. <br /> <br />B) EXECUTIVE SUMMARY: The mission of the Community Development Department <br />(Community Development or Department) is to protect, enhance, and expand the <br />community's physical, environmental, economic, and historic assets, and to improve <br />and expand its supply of affordable housing. The Department is responsible for <br />current and long-range planning, economic development, redevelopment, affordable <br />housing, housing authority, housing rehabilitation and the Quality Neighborhood <br />program. The Department consists of three functional areas: Economic <br />Development, Housing, and Planning. An attachment provides an overview of the <br />Department including recent accomplishments and objectives. <br /> <br />C) DISCUSSION: The Department is currently budgeted for 42.1 full-time equivalent <br />employees. Prior to FY 2005/2006, staffing levels remained relatively constant. <br />From FY 2000/01 to 2005/06 staff increased by about 4 FTE's 1, from 26.2 FTE's to <br />30.4 FTE's. In FY 2005/2006, staffing levels increased by 12.7 FTE's as the <br />Department incorporated certain housing-related programs and staff from the <br />Community Services Department. More specifically, in July 2005, the Department <br />acquired the following housing-related activities from Community Services: <br /> <br />. Administration of the Housing Authority Section 8 Program (Housing Choice <br />Vouchers, Project-Based Vouchers, Family Self-Sufficiency, and Section 8 <br />Homeownership); and <br />· Administration of the CDBG program; and <br />. Management of Senior Manor, which is an 84-unit senior housing facility located <br />at 1101 Union Avenue and 1050 Jefferson Street. <br /> <br />1 This includes one FTE transferred from the Police Department that is responsible for Code Enforcement <br />for the Quality Neighborhood Program. <br />
