April 20, 2010 2 PUBLIC COMMENTS CONSENT CALENDAR NOTICE All matters listed on the Consent Calendar are to be approved with one motion unless a member of the Council or the public requests that separate action be taken on a specific item. COUNCIL CONSENT CALENDAR (Items 2-13) 2. Approval of minutes — April 6, 2010 and April 8, 2010. Recommended Action: Approve minutes. 3. Ordinance 2010-03 adopting various revisions to Chapter 25, Article I of the Fairfield City Code (also known as the Zoning Ordinance of the City of Fairfield) and the Zoning Map (Brian Miller, 428-7446). Funding Source: The proposed minor changes will have no impacts on City costs, other than minor increases in revenues from new use permits required by the ordinance revisions. Recommended Action: Adopt ordinance. 4. Resolution 2010-78 authorizing the Mayor to execute Amendment No. 3 to the Agreement for Seasonal Potable Water Service with the Suisun/Solano Water Authority (George R. Hicks, 428-7494). Funding Source: The rates set by the agreement will compensate the City more than its direct costs; however, because of the intermittent and uncertain nature of the service, the revenue generated by the agreement is unpredictable and would likely be relatively small. Recommended Action: Adopt resolution. 5. Resolution 2010-79 authorizing the City Manager to execute Amendment No. 1 to the Cooperative Agreement for the delivery of the 1-80 North Connector reliever route by and among the Solano Transportation Authority, the City of Fairfield and the County of Solano (George R. Hicks, 428-7494). Funding Source: The amendment is cost -neutral to the original agreement. Recommended Action: Adopt resolution. 6. Resolution 2010-80 amending established prima facie speed limits (George R. Hicks, 428-7494).
