Quinn, City Manager <br />Bob Leland Director of Financ <br />Dave White, Assistant to the City Manager 0i✓ <br />Agenda Item No. Q - <br />SUBJECT: Overview of Priority Based Budgeting and Process <br />RECOMMENDED ACTION <br />Provide input to City staff and consultant team of Chris Fabian and Jon Johnson <br />regarding Fairfield's priority -based budgeting process. City Council will also be asked <br />to define the City's overarching goals or strategic priorities, which is a critical first step in <br />the priority based budgeting process. The goals that are generated at the study <br />session will serve as the overarching framework by which programs and services will be <br />evaluated and resources will be allocated. <br />STATEMENT OF ISSUE <br />The City of Fairfield has a projected structural budget deficit for FY 2011 / 12 that is <br />currently estimated at $8.0 million. This projected deficit is after having implemented a <br />number of measures (reorganizations, eliminating vacant positions, layoffs, asset <br />dispositions, and compensation cuts) to shore up the City's finances. In order to close <br />the projected structural deficit, the City needs to pursue a holistic approach in which <br />programs and services offered by the organization are consistent with the goals and <br />objectives of City Council, residents, and businesses. To accomplish this goal, the City <br />of Fairfield has hired Chris Fabian and Jon Johnson of (Johnson & Fabian Advisory <br />Group) to assist the City in implementing a Priority Based Budgeting (PBB) process. <br />The purpose of this study session is to provide an overview of the PBB process, solicit <br />input to shape the City's process, and provide critical feedback to define the strategic <br />priorities of the organization. <br />
