MINUTES
CALL TO ORDER
Mayor Catherine "Cat" Moy called the meeting to order at 6:00 p.m.
ROLL CALL
On roll call were Councilmembers Doug Carr, Doriss Panduro, Scott Tonnesen, Rick Vaccaro, K.
Patrice Williams, Vice Mayor Pam Bertani, and Mayor Cat Moy.
INVOCATION
Vice Mayor Bertani gave an invocation.
PLEDGE OF ALLEGIANCE
Councilmember Panduro led the Pledge of Allegiance.
COUNCIL REPORTS
Councilmember Carr reported that he attended the Veterans Day parade and he wished everyone a
Happy Thanksgiving. He requested to adjourn this meeting on behalf of Dwayne Yarrow.
Vice Mayor Bertani reported that she attended the Veterans Day parade. The Fairfield Clergy Action
Network Thanksgiving meal was a huge success. They served over. 450 people, and Costco also
donated food to this event.
Councilmember Panduro reported on the Homeless Management Information System to expand the
network. There is an update for the Point in Time (PIT) count and the need for volunteers. Prepare
MOU with CAP Solano to present the cost -sharing. There is,going to be a street banner campaign
highlighting local businesses on banners along North Texas. She also wished everyone a Happy
Thanksgiving..
Councilmember Vaccaro wished everyone a Happy Thanksgiving. He reported on the Red Kettle
event by the Salvation Army. He appreciated all the kind words that were spoken about the late
Mayor Harry Price.
Councilmember Tonnesen reminded residents to attend the Shop Small Saturday event.
Councilmember Williams reported that she attended the Veterans Day parade, where officials get to
ride on the fire truck. She wished everyone a Happy Thanksgiving, and am grateful to Harry Price,
City staff, and all the citizens of Fairfield.
Mayor Moy reported on the success of the Fairfield Clergy Action Network's Thanksgiving meal. She
also read George Washington's Thanksgiving proclamation.
CITY MANAGER REPORT
City Manager David Gassaway reported that he attended the Association of Defense Communities
Installation Innovation Conference with Sandy Person, Joe Dingman, Jordan Demerol, and the
Fairfield -Suisun Sewer District. The focus of the conference was to discuss how communities are
joined together to explore resiliency.
CITY ATTORNEY REPORT
1. City Attorney David Lim announced the settlement in the matter of Calvin and Jamie Rush v. City of
Fairfield Officers Zachary Sandal and Dustin Joseph, case number 21-CV-01120. The City of
Fairfield entered into a settlement in the amount of $210,000 in return for the dismissal of the
case.
CITY CLERK REPORT
Deputy City Clerk Esther Beavers reported that the City is still accepting applications for the Golf
Advisory Board, the Solano County Board of Trustees Mosquito Abatement District, and the Youth
Commission. She also mentioned Shop Small Saturday on November 25, 2023.

2. Homeless Services Division Update/Unsheltered Homeless Point in Time Count presented by
Samantha Burrows, Homeless Services Manager.
PUBLIC COMMENTS
Bijon Hughes spoke about an AirBnB issue in his neighborhood.
Matthew Bidou spoke about Markeley Lane.
Maria Figaroug rescinded her comment card.
Ana Petero spoke about Harry Price and the Adopt a Street program.
Jeff Trager spoke about events that are happening at the downtown theater.
CONSENT CALENDAR
3. Resolution 2023-270 of the City Council of the City of Fairfield Canceling January 2, August 6,
and November 5, 2024, City Council Meetings
4. Resolution 2023-271 of the City Council of the City of Fairfield Approving an Amendment to
the Memorandum of Understanding Between the Community Action Partnership of Solano
Joint Powers Authority (CAP Solano JPA) and the City of Fairfield to Provide Dedicated
Administrative Staff to CAP Solano JPA
5. Resolution 2023-272 of the City Council of the City of Fairfield Authorizing the City Manager to
Open a Purchase Order with DXP Enterprises, Inc. for the North Bay Regional Water Treatment
Plant High Lift and Backwash Pump Repair
6. Resolution 2023-273 of the City Council of the City of Fairfield Approving the Plans and
Specifications and Awarding a Contract to Marina Landscape, Inc. for the Clean CA-SR12
Beautification in the City of Fairfield Project
7. Resolution 2023-274 of the City Council of the City of Fairfield Authorizing the City Manager to
Execute a Professional Services Agreement Between the City of Fairfield and Griffin Structures,
Inc. for Professional Services for the Fairfield Police Department Addition
8. Resolution 2023-275 of the City Council of the City of Fairfield Establishing Prima Facie Speed
Limits
9. Resolution 2023-276 of the City Council of the City of Fairfield Authorizing the Addition of One
Limited -Term Police Sergeant Position
Councilmember Vaccaro made a motion to approve the consent calendar. Councilmember Tonnesen
seconded the motion. The motion carried unanimously (7-0).
NEW BUSINESS
10. Minute Action Approving Mayor's Appointments to the Measure P Oversight Committee,
Rockville Hills Regional Park Citizen Advisory Committee, and Youth Commission
Mayor Moy made a motion to approve the appointments. Councilmember Carr seconded the
motion. The motion carried unanimously (7-0). Deputy City Clerk Esther Beavers performed the
oaths.
11. Measure P Oversight Committee Vice Chair Steve Vancil presented the Measure P Oversight
Committee Annual Report.
12. Director of Finance John Furtado recommended to the council to approve Resolution
2023-277 of the City Council of the City of Fairfield Approving the Fiscal Year 2022- 2023
Preliminary Results and Authorizing an Update to the Fiscal Year 2022-2023 Budget.
Councilmember Vaccaro made a motion to approve Resolution 2023-277. Vice Mayor Bertani
seconded the motion. The motion carried unanimously (7-0).
PUBLIC HEARINGS
13. Public Hearing; and
Public Works Senior Management Analyst Chris Lewis recommended to the council to approve
Resolution 2023-278 of the City Council of the City of Fairfield Annexing Territory (Fairfield
Industrial Center Buildings 2 & 3) to Community Facilities District No. 2012-2 (Public Safety
Services, Open Space Operation, and Park Maintenance) as Annexation No. 65, Authorizing the
Levy of a Special Tax Within the Annexed Territory, and Submitting the Levy of a Special Tax to
the Qualified Electors Thereof; and
Public Works Senior Management Analyst Chris Lewis recommended to the council to approve
Resolution 2023-279 of the City Council of the City of Fairfield Declaring the Results of a
Special Annexation Election in Territory Annexed to Community Facilities District No. 2012-2
(Public Safety Services, Open Space Operation, and Park Maintenance), Determining the
Validity of Prior Proceedings, and Directing Recording of Amended Notice of Special Tax Lien
for City of Fairfield Community. Facilities 'District No. 2012-2 (Public Safety Services, Open
Space Operation, and Park Maintenance) Annexation No. 65 (Fairfield Industrial Center
Buildings 2 & 3)
Mayor Moy opened the Public Hearing, and there were no public comments on this item. She
closed the Public Hearing to bring it back to the City Council for discussion.
Councilmember Tonnesen made a motion to approve Resolution 2023-278. Councilmember
Carr seconded the motion. The motion carried unanimously (7-0).
Deputy Clerk Beavers opened the ballot, and it was a yes vote.
Vice Mayor Bertani made a motion to approve Resolution 2023-279. Councilmember
Tonnesen seconded the motion. The motion carried unanimously (7-0).
14. Public Hearing; and
City Manager's Office Assistant to the City Manager Anna Guiles recommended to the
council to approve Resolution 2023-280 of the City Council of the City of Fairfield
Approving Campaign Contribution Limits for the City of Fairfield Elected Offices and;
Waive First Reading and Introduction of Ordinance 2023-13 of the City Council of the City of
Fairfield Establishing Campaign Contribution Limits for the City of Fairfield Elected Offices
Steve Oloy made a public comment on item 14.
Councilmember Carr made a motion to approve Resolution 2023-280. Mayor Moy seconded
the motion. The motion carried (6-1). Councilmember Williams voted no.
Councilmember Carr made a motion to waive the first reading and introduction of Ordinance
2023-13. Mayor Moy seconded the motion. The motion carried (6-1). Councilmember Williams
voted no.
