Consent Calendar: Waive further reading, approve and/or adopt: <br /> a) June 2, 1992 minutes. <br /> b) 2nd reading & adopt Ord. 92-15 amending City Code to require offering of optional <br />residential fire sprinklers by new home builders. <br /> c) Minute action approving Mayor's appointment of Ray Brun and Ralph Moore to the <br />Planning Commission. <br /> · d) Res. 92-181 authorizing substitution of certificate of deposit for letter of credit as <br /> security required by cable television franchise renewal agreement. <br /> e) Res. 92-182 authorizing bid call for the purchase of an aerial lift. <br /> ' f) Res. 92-183 approving an agreement for authorization and collection of the Sol:mo <br /> County Public Facilities Fee. <br /> g) Res2 92-184 approving plans and specifications and authorizing bid call for the <br /> Bell/Harrison Streets sidewalk reconstruction (CDBG 92-3). <br /> h) Res. 92-185 accepting a storm drain crossing easement from the Bureau of <br /> Reclamation.. <br /> i) Res. 92-186, 92-187 & 92-188 awarding contracts for: 1) Base Repair/Overlay - 1992, <br /> 2) Chip Seal/Shitty Seal - 1992, and 3) Gym floor refinishing at Allan Witt Sports Center (CDBG <br /> 92-4). <br /> Res. 92-189 a resolution of intention to annex territory to Community Facilities <br />District No. 4-A (Open Space District) and to authorize the levy of special taxes for open space <br />purposes (Castlerock Project). <br /> k) Res. 92:190 amending City of Fairfield assessment district financing policy to require <br /> owner builders to clear assessment liens prior to obtaining certificates of occupancy. <br /> <br />3. Presentation to Jones Hom for his 13 years of service on the Planning Commission. <br /> <br />4. Presentation to Garry Ichikawa and Robert Leland from the Solano County Farmlands & <br />Open Space Foundation for their service on the Board of Directors. <br /> <br />5. Council recognition of Suisun Valley Bank and the Downtown Improvement District for the <br />Downtown Loan Program. <br /> <br />6. Report on Bluegrass Festival by Roy Stripe. <br /> <br />7.
