Consent Calendar: Waive further reading, approve and/or adopt a)February 20, 1996 minutes. b) 2nd reading & adopt Ord. 96-3 amending Chapter 22, Section 17, of the City Code relating to construction water meters. c) 2nd reading & adopt Ord. 96-4 amending City Code Chapter 10A pertaining to massage technicians and establishments. d) Res. 96-31 approving the City of Fairfield Rental Housing Rehabilitation Program Financial Guidelines for Quality Neighborhood Team Projects. e) Res. 96-32 approving bid call for various water main replacements 1995-96. f) Res. 96-33 approving participation in the Utility Service Agency of the Association of California Water Agencies. g) Res. 96-34 sponsoring Chuck Hammond's Youth Basketball Tournament on April 19-21, 1996 at the Fairfield Sports Center. h) Res. RA 96-5 authorizing execution of the first implementation agreement to the owner participation agreement between G & H Properties and the Fairfield Redevelopment Agency for construction of Westamerica Drive. 6. Adopt Res. 96-35 authorizing engagement of Cassidy Associates for representation work concerning the VA Hospital.
