At the end of this agenda under Public Comments, the public may <br />speak on items not on the agenda but within the jurisdiction of the City Council <br />and/or the Redevelopment Agency, provided that NO action may be taken on off- <br />agenda items except as authorized by law. To speak on an agenda item, please <br />:omplete a speaker's card and give it to the City Clerk before the meeting, or at the <br />atest, prior to the time for public comments on that item. Speakers are requested <br />:o limit their comments to four minutes, with one minute to summarize their <br />;marks. <br /> <br /> <br />
