MEETING DATE: <br /> <br />TO: <br /> <br />SUBJECT: <br /> <br />A) <br /> <br />AGENDA REPORT TO CITY COUNCIL <br /> <br />January 3, 2006 <br /> <br />Mayor and City Council <br /> <br />Urgent request to approve city resolution declaring a local <br />emergency in the City of Fairfield due to the recent storm and <br />flooding. (Kevin O'Rourke, City Manager) <br /> <br />RECOMMENDED ACTION: Approve resolution. <br /> <br />ADVISORY BODY ACTION: N/A. <br /> <br />EXECUTIVE SUMMARY: Based on flooding and storm damage experienced by <br /> <br />B) <br />city residences and businesses and city infrastructure, the City Manager is requesting <br />that the City Council declare a local emergency in the City effective December 31,2005. <br />Prior to discussing the item, the Council must publicly identify the item. Assuming all <br />five members are present, at least four must vote to determine that: <br /> <br />a) There is a need to take immediate action; and <br /> <br />b) The need for action came to the attention of the City subsequent to the agenda being <br />posted. <br /> <br />Assuming both of these actions above, passes, consideration and vote on the resolution <br />proclaiming a local emergency can them take place. <br /> <br />c) <br /> <br />DISCUSSION: Due to severe rainstorms beginning December 27, 2005, the <br />County of Solano declared a local emergency on December 31,2005 (attached). <br />The City resolution declares a local emergency specific to the City. At the <br />appropriate time in the future, the City Manager will submit a resolution to the <br />Council that will terminate the local emergency. <br /> <br />The City of Fairfield experienced flooding in many areas of the City. The Octo <br />Inn Detention Basin overflowed at the spillway, flooding several adjacent <br />businesses and exacerbated the already flooded areas on Holiday Lane. Travis <br />Boulevard and Holiday Lane were flooded to the point that the street was <br />impassable. American Canyon Creek at Oakbrook Drive overflowed due to the <br />amount of debris that was trapped against the box culvert. Floating debris and <br />mud traveled over eight blocks away from the overflow creating a mess on City <br />streets. Cordelia Road, Pittman Road, and Link Road flooded and the apartment <br />complex on the comer of Cordelia Road and Pittman Road had several units <br />flooded. Ledgewood Creek overflowed in several areas creating substantial <br />areas for debris and mud cleanup. Also, some adjacent homes were flooded. <br /> <br /> <br />
